| Escapement goals
have also been an issue on the Hoh River system. Originally set by
the state at 2800, the Hoh tribe successfully petitioned to have it
lowered to the current 2400. In the early 90's, the Hoh tribe again
sought to lower the goal. This time it was to lower it from 2400 to
2000. Fortunately, the WDFW prevailed in the legal system and the
goal remains at 2400. Below is a table containing sport, tribal and
escapement data for the last ~20 years. |

| Poor ocean conditions
in the early 90's combined with growing pressure caused the State
to implement a number of rule changes for sports fishermen on the
Hoh during this period. Different combinations of season length and
areas open were used to manage harvest. These changes brought the
escapement back to goal by '95-'96 season. The restrictions implemented
in '96-'97 severely curtailed wild sport harvest. The wild harvest
had been fairly evenly split prior to these restrictions, but that
is no longer the case, as shown in the bar chart below. |

| We believe that
some easing of the harvest restrictions on the Hoh should occur. |
